some of the commercially available AI upscalling software can have amazing results in the hands of people working as a hobby. There are people making full 4k rips from all sorts of old film footage and cleaning it up digitally and resyncing the audio. obviously in the old days taking high quality film stock and converting to SD such as betacam master, meant the video would be lower quality, but that's the best that could be broadcast back then, apart from live broadcasts with no video in the middle downgraded isn't really the right term, it's just the film was mastered to a format that could be played on TV, as you can't just broadcast film stock, it needs converted first.
